<abstract displayLabel="Summary">A raíz de los atentados del 11 S, unido al gran apagón que afectó a la costa este de los EEUU y parte de Canadá en agosto de 2003, se acelera en Europa la preocupación por dar una adecuada planificación y respuesta ante sucesos de este calibre que pudieran afectar a los servicios básicos de los Estados miembros y, por similitud con el sistema SEVESO, aquellos incidentes que pudieran afectar a más de un Estado miembro a través del conocido efecto dominó. </abstract>
