<abstract displayLabel="Summary">La competitividad es un concepto microeconómico que sirve perfectamente para las empresas pero que es mucho más complicado de aplicar a los países, que no son empresas, y más todavía a los estados miembros del área euro que no tienen tipo de cambio nominal que poder depreciar y que dependen solo de su productividad. Dentro del área euro se utilizan fundamentalmente los costes laborales unitarios (CLU) para determinar el grado de competitividad de cada estado miembro, pero no existe una clara correlación entre ellos y las cuotas de mercado de cada uno de ellos. A pesar de ello, el Pacto Euro Plus, insiste en utilizarlos y además con Alemania como referencia, lo que es erróneo</abstract>
