520  ‎$a‎The need for better statistics and analysis to support and inform policy making on digital security risk management has grown alongside the emergence of new ways in which businesses communicate, process and store digital information as well as increasing globalisation of the digital economy and interdependence. Yet policymakers' ability to measure, analyse and understand the digital security risk management practices of businesses has not kept sufficient pace with this technological change. Without these abilities, it is difficult for businesses, policy makers, insurers and other stakeholders to effectively manage the risks that digital threats, vulnerabilities and incidents create. This impedes their ability to successfully navigate the risks and opportunities created due to ongoing digital transformation.
