The document proposes a European risk-sharing mechanism based on a natural catastrophe insurance pool complemented by a loan-based financial backstop. Using historical data and catastrophe models, it assesses the benefits of geographical and peril-based diversification, as well as the resulting reduction in capital requirements. The study quantifies the potential impact of this mechanism on the protection gap and on the stability of the insurance market. Its objective is to provide a technical basis for the debate on public policy and European solutions for catastrophic risk management</dc:description>
