<abstract displayLabel="Summary">The report, commissioned by EIOPA and conducted by EY with partners, evaluates how introducing EUwide minimum common standards for Insurance Guarantee Schemes (IGS) affects consumer behaviour across five Member States (Czechia, France, Germany, Spain, Sweden) and three products (household, supplementary health, life). Using a randomized controlled discretechoice experiment (3,000 respondents), it isolates the effects of harmonised protection and foreign price advantages on choices between domestic and foreign providers, indecision, confidence in reimbursement after insurer failure (domestic vs foreign), and perceived bankruptcy likelihood. Results show harmonised IGS information generally reduces indecision and increases selection of foreign providers when they are cheaper, with heterogeneity by country and product. Confidence in claim reimbursement rises for both domestic and foreign failure scenarios, though a domesticforeign confidence gap persists. The study includes detailed multinomial logit analyses and discusses limitations of statedpreference designs.</abstract>
