      <subfield code="a">Under the system described, the only social costs employers would have to bear would be those for which they are directly responsible: work-related accidents and cyclical employment. The cost of labor would thus approach wage costs. All parties would be accountable. Solidarity would be clearly separate from insurance, and it would be for the State to decide how its costs should be allocated. Insurance would be for the charge of the insureds themselves, who would be responsible in their choice and their comportment as a result</subfield>
