<abstract>¿De qué sirve todo un "decálogo" de buenas intenciones, reuniones pastorales y voluntad de cambio, si luego no se dispone de herramientas y procedimientos que controlen, midan y verifiquen que estamos haciendo lo correcto?. "Los tiempos avanzan que es una barbaridad", sí, y al mismo ritmo exigen mayor dedicación y rapidez de respuesta.
