<subfield code="a">The problem with which the present book is concerned is that of examining the rate at which and conditions under which funds can be accumulated in order to assure participants in pension plans, both private and public, that they will receive the benefits to which they are entitled. The task is essentially one of assessing the monetary value of the accruing promises and then in the light of the circumstances surrounding a particular pension plan deciding the extent to which the program should be funded. There is no pat answer to the question of when a pension plan is actuarially sound, and views differ widely on the subject.</subfield>
