But by 1990, insurers and the authorities were forced to take serious steps to shape up the sector. A recent study by the sector's regulatory authority, Dirección General de Seguros, found that 25 percent of the companies in the sector accounted for a combined market share of barely 3 percent, a long way from a viable turnover. Capital requirements introduced earlier this year are likely to provoke the merger or disappearance of many them. Distribution of motor products is mainly through tied agents and brokers and commissions have been extremely high, at 15-20 percent. Few companies use telephone sales or mass distribution outlets such as shopping centres or banks. Only two, MAPFRE Mutualidad and Mutua Madrileña, use direct sales methods
