<abstract displayLabel="Summary">En este artículo se analizan las distintas opciones que se ofrecen ante la posibilidad de que, al llegar la fecha de 1997, sean pocos los países de la Unión Europea que cumplan los criterios establecidos por el Tratado de Maastricht para pasar a la tercera y última fase de la Unión económica y monetaria. Considera el autor que lo más adecuado sería una interpretación literal de lo establecido en el Tratado respecto a los criterios de convergencia, a saber, la flexibilidad de los criterios</abstract>
