<abstract>This article shows the results of an historical-sociological analysis of debates about risks related to toxic substance. Chlorine in the Netherlands and PCV in Sweden will be used as cases.  It argues that three evaluative paradigms can be distinguished between which no choice can be made on the basis of sicientific  arguments alone</abstract>
