President Bush on January the 7th announced a new initiative to encourage documented immigration into the United States, particulary from Mexico, to fill job shortages in some industries. Although safety wasn't mentioned in the president's remarks, the initiative comes at time when fatalities for foreign- born Hispanic workers are at all- time high
