<abstract displayLabel="Summary">Las tragedias ocurridas en México y Hungría podrían haberse evitado con una mejor planificación. En ambos casos se han producido vertidos incontrolados de materiales altamente contaminantes sobre el medio ambiente, y en ambos casos los gobiernos y las empresas responsables han sido tomados por sorpresa no han tenido capacidad para resolver el problema con respuestas rápidas y efectivas. En España, normas como la Ley de Responsabilidad Ambiental 26/2007 son cruciales para evitar desastres como los del Prestige o Aznalcóllar, y se trabaja en su desarrollo y aplicación.</abstract>
