This is particularly true in the industrial/commercial sector, where the largest corporations make extensive use of captive insurers. Competition in the industrial sector continued to be keen in 2016, but insurers¿ loss ratios remained satisfactory. Municipal property risks continue to prove a challenging class to insure, but the overall situation has improved with increased focus on risk management and higher premiums and deductibles. Only a few insurers are interested in these kinds of risks and, as a result, several municipalities have turned to captives. </dc:description>
