      <subfield code="a">The attempt to market life insurance on a nonagency or over-the-counter basis is something which, for the most part, has not been successful. Nonagency insurers have come and gone. Other carriers of this type have had to convert to the agency system in an effort to survive. Of the few non agency insurers that have survived, one of the most success ful is that program developed by the mutual savings banks in Massachusetts, New York, and Connecticut. Known as savings bank life insurance, this program has been in exist ence since 1908. Despite this rather lengthy period opera tion, little is known of the manner in which the savings bank life insurance program functions. It is, therefore, the pur pose of this study to treat thoroughly the history of the move ment, its organization, and its operation. The undertaking of this work has of necessity required a considerable amount of help and cooperation from many people connected with, or interested in, the program.
