<abstract displayLabel="Summary">The document analyses the concept of cyber resilience and the role played by insurance as a mechanism complementary to technical cybersecurity. It examines how cyber insurance can incentivise better prevention practices, facilitate incident response, and support the operational recovery of organisations. The study addresses the evolution of the cyber insurance market, its current limitations, and the insurability challenges associated with systemic risks. It also puts forward recommendations to increase the adoption of cyber insurance, particularly among SMEs, and to strengthen digital resilience at the economic and social levels</abstract>
