<abstract displayLabel="Summary">The paper sets out Insurance Europe's recommendations to advance the EU Savings and Investments Union (SIU) from ambition to tangible impact. It argues that Europe's resilience requires mobilising household savings into longterm productive investment and leveraging insurers' role as providers of protection, savings, pensions, and longterm capital. Building on progress such as the Solvency II review and initiatives on retail investment, pensions (PEPP, IORP II), securitisation, and market integration, the paper calls for coherent implementation and inclusive frameworks that explicitly recognise insurers as providers. Priorities include boosting retail participation, improving retirement adequacy, enabling longterm investment via stable regulation, risksharing and PPPs, and simplifying existing rules (IRRD, EU Taxonomy) to reduce burdens. It proposes a 2027 midterm review focused on delivery, informed by market consultation and appropriate indicators, and stresses sustained publicprivate collaboration to ensure the SIU benefits citizens, businesses, and the European economy.</abstract>
