It shows how organizations often have robust risk processes but struggle to convert signals into choices, proposing a repeatable 5-step pathway: identify signals, define thresholds, translate consequences into value, decide what changes, and act/learn. Using six connected systems (AI and digital, infrastructure, energy, human capability, geopolitics, and nature/climate), it explains how otherwise attractive strategies can be constrained by competition for common infrastructure, skills, resources, and permissions. Examples include AI's reliance on data centers, power and talent, electrification's grid and equipment bottlenecks, and workforce resilience as critical infrastructure. It emphasizes scenario analysis that changes decisions, integrating insurance with resilience and capital, and a 4-5-6 framework to secure conditions for future value.</abstract>
