<abstract>The emergence of financial conglomerates has been accompanied by a debate about the most appropiate way to regulate them, and in particular about the appropriate levels of regulatory capital. In this article, the author provides an academic but non-technical perspective upon these questions. He discusses the role of, and the justification for, financial regulation in general and he uses the academic literature to identify the most important questions in capital regulation</abstract>
