<abstract>From an investment standpoint, recent history has not been kind to the national electric power industry. The ongoing corporate scandals touched off by Enron, WorldCom, Tyco, Adelphia and others has made investors generally skittish. And last summer's massive blackout in the Northeast only made matters worse, as continued fluctuations in energy costs. But now, a broad-based action plan to strengthen investor confidence has begun to pay dividends for the nation's electric power industry</abstract>
