Sumario: This is time of year when legislatures across the continent are convening and businesses are struggling to determine what the hottest issues for 1999 will be. In the United States, the 106th Congress will begin its first session and a changeover in House leadership has left many wondering who will carry the torch on such issues as health care reform in the year ahead.
