In the United States, the 106th Congress will begin its first session and a changeover in House leadership has left many wondering who will carry the torch on such issues as health care reform in the year ahead. State elections also caused some disruption, with the outlookl becoming sunnier for business in Florida and Texas but less sure in California. Canada is still wrestling with insurance and environmental issues.
