<abstract displayLabel="Summary">Debido a la compleja naturaleza de las grandes infraestructuras hidráulicas, las interrelaciones existentes entre los elementos que las componen y la existencia de multitud de variables que han de ser tenidos en cuenta en su explotación, las herramientas informáticas habituales, no han ofrecido a los gestores las capacidades necesarias para identificar las mejores alternativas de operación, es decir, las que cumpliendo con las obligaciones y restricciones pertinentes, generan menores gastos o mayores beneficios. </abstract>
