520  ‎$a‎The increased reliance on digital technologies has led to increasing digital security and privacy risks and the emergence of a cyber insurance market to provide policyholders with financial protection against many of those risks. The stand-alone cyber insurance market has grown rapidly in recent years and surveys have found an increase in take-up among both large and small businesses. However, despite the growth in premium volume and take-up, the affirmative cyber insurance market remains small relative to other commercial insurance business lines. In February 2018, the OECD organised a conference (Unleashing the potential of the cyber insurance market) with the aim of building some consensus around how different stakeholders could contribute to addressing the main challenges to the market's development. Providing greater clarity on coverage for cyber risk was identified as one of the most important actions to support the development of the cyber insurance market.
