<abstract displayLabel="Summary">This report analyses long-term care (LTC) settings for older people across 38 European countries, examining residential, home-based and community care models and their accessibility. It highlights major differences in funding, governance, workforce capacity and service availability, while showing a general shift from institutional care towards home and community-based solutions. The study identifies persistent challenges such as workforce shortages, regional inequalities, affordability barriers and fragmented care systems. It also reviews innovative care models and recent reforms aimed at improving person-centred care, integration and digitalisation. Finally, it provides policy recommendations to expand services, strengthen quality and governance, support carers, and ensure sustainable LTC systems across Europe</abstract>
