<abstract>Todo sistema de seguridad necesita el respaldo técnico. Mientras más compleja sea la situación, más especializado debe ser el respaldo. En otras palabras, la gente que diseña el procedimiento de seguridad debe tener un conocimiento profundo y profesional de todas las ramificaciones técnicas del trabajo. La gerencia tiene que estar preparada para hacer funcionar la política establecida sobre seguridad con candado, exigir su acatamiento, responsabilizar a los gerentes y supervisores de línea y hacer el seguimiento apropiado para asegurarse que está siendo aplicada</abstract>
